 Description:  In March 2007, the Illinois EPA's Bureau of Land (BOL) issued the original development permit for Clinton Landfill 3 approving the development of a non-hazardous waste landfill. When constructed and permitted for operation, this landfill would be allowed to accept municipal solid waste and non-hazardous special waste. In January 2010, BOL issued a permit approving a redesign of 22.5 acres in the southwest corner of Clinton Landfill 3 which subdivided the landfill into the MSWU and the CWU and included additional environmental safeguards for the CWU. The permit issued in January 2010 also gave preliminary approval for two new non-hazardous special wastes to be disposed of in the Chemical Waste Unit: 1) manufactured gas plant (MGP) waste exceeding the Toxicity Characteristics Leaching Procedure (TCLP) thresholds, and2) polychlorinated biphenyl (PCB) wastes, requiring approval by the US EPA under the federal Toxic Substances Control Act (TSCA).

Collinwoods Subdivision Expanded Site Investigation

 Description:  Between 1904 and 1933, the St. Louis Smelting and Refining Company operated a lead smelter at the location that is now home to the Collinwoods and Pine Lake subdivisions. The smelting facilitys main building was located near the present intersection of Raintree Trail and Pine Lake Road. Other plant buildings were located in the area presently bounded by Banyon Tree Road, Lemontree Lane and Dogwood Trail. The company produced a variety of lead products including lead ingots, lead sheets and powdered lead. The lead smelting process also resulted in the production of large amounts of lead-bearing waste known as slag. Slag is a mixture of lead and other elements, impurities and ash. Lead slag for this facility was disposed of in large piles on the site. One such pile existed on the south side of Pine Lake Road starting across from the intersection of Lemontree Lane and extending to the Pine Lake Road cul-de-sac.

 Description:  The 55-acre former municipal solid waste landfill located at 4100 West Frontage Road, Hillside, Illinois, commonly known as the Congress Landfill or the Hillside Landfill is owned by Congress Development Company and has been operated by Allied Waste Transportation, Inc. since 2007. During the history of the landfill, odor complaints have been common. In 2005, there was a significant increase in the frequency and strength of odors impacting residents surrounding the landfill and a resulting increase in odor complaints to the Illinois Environmental Protection Agency. In 2006, landfill gas was found to be migrating offsite potentially causing hazardous conditions in nearby buildings. The Illinois EPA and the Illinois Attorney Generals Office took action at that time forcing the landfill to address problems that were immediately dangerous offsite, including requiring monitors in basements for the detection of landfill gas. Since 2006, there have been continuing odors, high landfill gas readings and other incidents including a leachate release in 2009, although actions taken by the landfill to address these issues have greatly reduced the strength and frequency of these issues.
